As all too often, it takes a tragedy to bring about reform. The appalling case of Kim Briggs, killed by an out-of-control cyclist, has prompted the Government to announced a review into cycling laws. This is good news, especially for vulnerable pedestrians. Anyone who has carefully looked left and right before stepping into an apparently clear road, only to suddenly have to leap back onto the pavement as a cyclist hurtles silently around the corner, will feel that reform is overdue.
